What is a RICS Level 3 Building Survey?


A RICS Level 3 Building Survey provides a detailed visual inspection and written report on the condition of a residential property.

 

It is more detailed than a Level 2 Home Survey and is intended to give you a fuller understanding of the construction, visible defects, possible causes, risks and repair implications.

 

The report is particularly useful where you need more than a basic overview. It helps you understand not only what defects have been seen, but why they may matter and what further action may be required.

When is a Level 3 Survey recommended?


A Level 3 Building Survey is usually the most appropriate choice where the property is:

 

  • older or traditionally built;

 

  • significantly altered or extended;

 

  • visibly poorly maintained;

 

  • of unusual construction;

 

  • affected by cracking, movement or distortion;

 

  • affected by dampness, timber decay or suspected hidden defects;

 

  • likely to need significant repairs or refurbishment;

 

  • large, complex or difficult to inspect; or

 

  • a property where you want a more detailed explanation of defects and risks.

 

It is also a sensible choice if you are planning major works after purchase, such as extensions, alterations, refurbishment or layout changes.

Why choose a Level 3 Survey instead of a Level 2 Survey?

A Level 2 Survey is suitable for many conventional properties that appear to be in reasonable condition. However, some homes require a more detailed assessment.

 

A Level 3 Survey gives a more in-depth report and is better suited to properties where defects, age, complexity or planned works make a lighter survey inappropriate.

 

If the property is older, visibly altered, has signs of movement, dampness, roof defects, poor maintenance or unusual construction, a Level 3 Survey is often the safer and more informative option.

What does the inspection include?

The inspection is visual and non-invasive. Where safe and reasonably accessible, the surveyor will inspect the main parts of the property, including:

 

  • roof coverings, chimneys, flashings and rainwater goods;

 

  • main walls, render, brickwork, pointing and external finishes;

 

  • windows, doors and external joinery;

 

  • roof spaces, where accessible;

 

  • visible internal walls, ceilings, floors and stairs;

 

  • basements, cellars and sub-floor areas where accessible;

 

  • dampness indicators and ventilation issues;

 

  • visible signs of movement, distortion or structural concern;

 

  • visible parts of services;

 

  • garages, outbuildings and external areas; and

 

  • risks to the building, grounds and occupants.

 

The inspection does not involve opening up the structure, lifting fitted floor coverings, moving heavy furniture, testing services or exposing concealed areas.

 

Where parts of the property cannot be inspected, or where further investigation is required, this will be clearly explained in the report.

What will the Level 3 report tell me?


Your Level 3 Building Survey report will give you a detailed explanation of the property’s visible condition and the main issues identified during inspection.

 

The report will typically include:

 

  • a summary of significant defects;
  • detailed condition ratings;
  • comments on the form of construction;
  • visible defects and likely implications;
  • advice on repairs and further investigations;
  • risks to the building, grounds and people;
  • matters your legal adviser should check;
  • photographs of relevant defects and areas of concern; and
  • recommendations for specialist advice where appropriate.

Common issues identified during Level 3 Surveys


Properties requiring Level 3 Surveys often have issues that need careful explanation. These may include:

  • dampness and defective external ground levels;

  • defective render, pointing or external finishes;
  • timber decay and woodworm risk;

Frequently asked questions


Is a Level 3 Survey the same as a full structural survey?

 

The term “full structural survey” is still commonly used by the public, but the modern RICS service is usually referred to as a RICS Level 3 Building Survey. It is a detailed visual inspection and report, but it is not the same as a structural engineer’s design or calculations.

 

Where specialist structural advice is required, the report may recommend further investigation by a suitably qualified structural engineer.

 

Is a Level 3 Survey suitable for older properties?

 

Yes. A Level 3 Survey is often the most appropriate choice for older properties, particularly where there have been alterations, extensions, visible defects, dampness, movement or poor maintenance.

 

Will the surveyor test the electrics, gas or heating?

 

No. Services are visually inspected only. The surveyor does not test electrical, gas, heating, drainage or other service installations. Where appropriate, the report may recommend further checks by a suitably qualified electrician, Gas Safe engineer, drainage contractor or other specialist.

 

Will the survey include repair costs?

 

The standard Level 3 Survey provides advice on defects, risks and further action. Cost estimates are not automatically included unless specifically agreed as an additional service before instruction.

 

Will the survey identify all hidden defects?

 

No survey can identify every hidden defect. A Level 3 Survey is detailed, but it remains a visual, non-invasive inspection. Concealed areas, covered finishes, inaccessible spaces and hidden construction cannot be fully assessed unless opened up by others.

 

Where there is a risk of concealed defects, this will be explained in the report where appropriate.

 

Should I have a Level 3 Survey before exchange of contracts?

 

Yes. Ideally, the survey should be carried out before exchange of contracts. This gives you time to consider the findings, discuss matters with your conveyancer, obtain further specialist advice if required and make an informed decision before you become legally committed.
