What is a RICS Level 2 Home Survey?
A RICS Level 2 Home Survey, previously known as a HomeBuyer Report, is a visual, non-invasive inspection and report on the general condition of a property.
The survey helps you understand:
- the general condition of the main building elements;
- visible defects and areas of concern;
- issues that may require urgent repair or further investigation;
- risks to the building, grounds or occupants;
- matters your legal adviser may need to check; and
- whether a more detailed Level 3 Building Survey may be more appropriate.
The report uses clear condition ratings to help you identify the seriousness of defects and where attention may be required.


When is a Level 2 Survey suitable?
A Level 2 Home Survey is usually most appropriate where the property is:
- a conventional house, flat or bungalow;
- built using common forms of construction;
- in reasonable overall condition;
- not obviously extensively altered;
- not unusually large or complex; and
- not obviously in need of major refurbishment.
It may be suitable for many modern and traditionally built homes where the buyer wants more information than a mortgage valuation but does not require the depth of a Level 3 Building Survey.
When might a Level 3 Survey be better?
A Level 2 Survey is not always the right choice. A more detailed RICS Level 3 Building Survey may be more suitable where the property is:
- older or significantly extended;
- visibly altered or poorly maintained;
- of unusual construction;
- affected by significant cracking, movement or dampness;
- likely to need major repairs or refurbishment;
- difficult to inspect; or
- a property where you want a more detailed explanation of defects and repair implications.
If, based on the information available before inspection, a Level 2 Survey does not appear appropriate, we will explain this and may recommend a Level 3 Survey instead.
This helps protect you from choosing a survey level that may not provide enough detail for the property you are buying.
What does the inspection include?
The Level 2 inspection is visual and non-invasive. Where safe and reasonably accessible, the surveyor will inspect the main parts of the property, including:
- roofs, chimneys and rainwater goods;
- main walls, windows and external joinery;
- internal walls, ceilings, floors and stairs;
- roof spaces where accessible;
- visible parts of services;
- dampness indicators and visible ventilation issues;
- garages and permanent outbuildings where applicable;
- external areas within the property boundary; and
- risks that may require specialist advice.
The inspection does not involve opening up the structure, lifting fitted floor coverings, moving heavy furniture, testing services, or exposing concealed areas.
Where something cannot be inspected, or where further investigation is needed, this will be explained in the report.
What will the report tell me?
Your Level 2 report will give you a clear summary of the property’s condition and highlight matters you should consider before purchase.
The report will typically include:
- a summary of significant defects;
- condition ratings for key building elements;
- visible repair and maintenance issues;
- advice on urgent matters;
- recommendations for further investigations where needed;
- risks to the building, grounds and people;
- legal matters to raise with your conveyancer; and
- clear photographs to support important findings.

Is a Level 2 Survey the same as a mortgage valuation?
No. A mortgage valuation is primarily for the lender’s purposes. It is not a detailed survey for you as the buyer.
A Level 2 Home Survey is prepared for you. It gives you independent advice on the visible condition of the property and highlights defects, risks and issues that may affect your decision to proceed.
Should I have a survey before exchange of contracts?
Yes. A survey should ideally be carried out before exchange of contracts. This gives you time to consider the findings, obtain further advice if needed, discuss matters with your conveyancer, and make an informed decision before you become legally committed to the purchase.
Frequently asked questions
Is a Level 2 Survey suitable for all homes?
No. A Level 2 Survey is usually suitable for conventional properties that appear to be in reasonable condition. If the property is older, altered, visibly defective, unusually constructed or in poor condition, a Level 3 Building Survey may be more appropriate.
Does the survey include a valuation?
This page relates to the RICS Level 2 Home Survey service. If you require valuation advice, please ask before instruction so that we can confirm whether this is available and appropriate for your circumstances.
Will the surveyor test the electrics, gas or heating?
No. Services are visually inspected only. The surveyor does not test gas, electrical, heating, drainage or other service installations. Where appropriate, the report may recommend further checks by suitably qualified specialists, such as an electrician, Gas Safe engineer or drainage contractor.
Will the survey identify damp?
The surveyor will look for visible signs of dampness and may use a moisture meter to help assess relative moisture readings where appropriate. A Level 2 Survey does not involve opening up walls, floors or concealed areas, and further investigation may be recommended where dampness is suspected.
Will I be able to speak to the surveyor afterwards?
